Well try pliers if they are sticking out and you can get a grip on them, otherwise you could use a drill and hollow it out...Or use a small screw and screw it into top of dowel then use pliers to pull it out... Then buy new ones..

There are a couple of white plastic catches that spring down from inside into the drawer runner channels. Push these up a few millimetres and this will allow you to slide the drawer forward a bit, then it should lift off its runners. Assuming of course Ikea havent changed the design since I bought mine! Drive the screw just far enough for it to grab the broken peg. (The peg will probably start spinning in the hole at that point.) Now use a claw hammer to pull the screw out of the hole along with the broken peg. Slip a scrap of soft wood under the hammer head so that you don’t mar the surface of the cabinet. The wooden pegs can be tricky if wood has expanded. From contributor B: I would do pretty much what Matt said, but you may want to try something a little different. Instead of trying to drill out the entire broken dowel, try to drill a small hole in the center, and then screw a screw about half way down.

although if you mean they're adjustable shelves and plastic "L"-shaped brackets with a round peg that fits into one of a series of holes and the bracket broke off leaving the peg in place... you may be able to get it with a drywall screw or a straightened fishhook jammed right into the end of the peg.
